Houston Authorities Search for Female Theft Ring Accused of Stealing $38,000 in Ulta Beauty Merchandise Across 10 Stores
HOUSTON, TEXAS — A group of women accused of orchestrating a string of high-value retail thefts across the Houston area are being sought by law enforcement after reportedly stealing over $38,000 worth of Ulta Beauty merchandise from at least 10 store locations, officials confirmed.
According to Constable Mark Herman’s Office, the investigation began on October 28, 2025, when deputies were called to the Ulta Beauty store in the 28700 block of Northwest Freeway following a theft in progress.
Deputies learned that two female suspects had entered the store and stolen over $1,000 in merchandise before fleeing. Through surveillance footage, social media posts, and community tips, investigators were able to identify the two women.
Wider Investigation Uncovers Theft Ring
Further investigation by Constable Herman’s Investigative Division revealed that the women were part of a larger organized theft ring responsible for targeting multiple Ulta Beauty locations in the greater Houston area.
Detectives say four additional women are believed to be connected to the operation, bringing the total number of suspects to six. Collectively, the group is accused of hitting at least 10 Ulta stores, stealing cosmetics, fragrances, and beauty products valued at more than $38,000.
“These suspects have victimized numerous businesses and are working in conjunction with others already identified,” said Constable Mark Herman. “We are committed to identifying and arresting all involved.”
Public Asked to Help Identify Suspects
Authorities released surveillance photos of several women, including one seen holding a baby while allegedly participating in one of the thefts. Deputies believe the women are part of the same network operating across Harris County and surrounding suburbs.

Organized Retail Theft on the Rise
Retail theft rings have become a growing concern in Houston and across the country, with many cases involving suspects targeting beauty stores, electronics outlets, and clothing retailers.
Constable Herman’s office has been working closely with corporate investigators from Ulta Beauty to trace the movement of stolen goods, which are often resold online or at informal street markets.
“These crimes hurt small businesses, employees, and honest shoppers,” Herman said. “We’re asking for the public’s help to bring these offenders to justice.”
